Forwarding sends a visitor to another URL, and the destination normally appears in the address bar. A permanent redirect is appropriate when a page has moved permanently and there is a relevant replacement.
Masking tries to keep the original address visible while displaying another site, often inside a frame. It is not the same as a redirect and can cause navigation, accessibility, security and search-indexing problems. For a website merger, use page-specific redirects rather than masking.
